So, let's follow the logic. The Muslim prison population is 4 times the general population, so the ones who get released need special Muslim counselors to make sure they don't feel stigmatized and rejected and stuff when they return to their communities?
It seems like their communities might not be doing the best job of ahem, preventing incarceration. So, maybe removing them from said communities might be actually a better idea?
