The joke--on the American body politic--is that it is not meant to be a joke.
Just how a superficial promotion of civility would serve to stop madmen from yielding to the prompting of their inner voices to commit murder and mayhem is never explained by the likes of the "civility institute" co-chairs. The irony is that none of these august personages would dare to advance the proposition that, if any environmental influences are to blame, they are to be found in a popular culture that constantly promotes "virtual reality," anti-social behavior, misogyny, the overturning of at least 3300 years of Judeo-Christian morality, and the destruction of useful social institutions. No doubt, proposing the band-aid of "civility studies" is much more acceptable to their peer group.
