Well, as the saying goes, "Behind every dark cloud there is a silver lining." They may be putting their minds and souls at risk by watching porn, and they are definitely stealing from the taxpayers by using what should be time-on-the-job to watch it, but at least when so engaged they aren't interfering with the activities of productive citizens.

As someone who hails from the Third World, I can attest that the upside of corrupt banana republic bureaucracies is that no one expects most of the bureaucrats actually to do anything except collect their paychecks. Alas, in places like the U. S. and Canada, we are still in transition to that mentality. Enough of the old Anglo-Saxon work ethic survives that our bureaucrats actually feel the need to work at enforcing--if only sporadically--the plethora of laws, rules, regulations, and administrative rulings that make just about any productive activity at least theoretically illegal.
