My grandparents were Polish Jewish peasants, but I am pretty damned sure nobody needed to teach them how to use a toilet.
Where are these masses of non-toilet trained immigrants coming from, and WHY???
Seriously, why import masses of new immigrants that don't even have a really basic level of personal hygiene? And if they don't know how to manage their exits hygienically, how did they get into university? Or is that the real problem? That generally, western universities are filled with crap?
