How about just preventing primitive barbarians with tribal codes of behaviour, who are obsessed with the vaginas and sexuality of their womenfolk from immigrating?

The Best Prevention?
Why on earth should Canada or any western country have to put any effort, money or thought toward "preventing" any "honour" murders?
